I have an online business working from Argentina (South Amercia) to Australia and England offering a service of tech support online. I will like to offer this service in the USA as well. The people that will use the service have to pay by credit or debit card with paypal. I will like to know if have to pay taxes or not as I am not a resident of the US and if i have to have any business certification??. How can I do all this??.

If you are a citizen of the U.S., even if you live in Argentina, you are still required to pay U.S. tax on all your income, from anywhere in the world.
If you are a citizen of Argentina, then I do not know the answer.
